Job Summary This position has a flexible work arrangement that may allow for Telework , or a mixture of working in our office and Telework ***This posting may be used to fill multiple openings*** The Background Studies Division (BGS) in the Office of Inspector General is seeking two (2) Quality Consultants to join our new, fast-growing Quality Management (QM) team. Through the application of quality management methods and expertise in the areas of Quality Assurance (QA) and Quality Control (QC),the Quality Consultants assess the quality and integrity of service delivery and processes; advise/consult management on quality assurance standards and quality control testing for all facets of DHS' statewide background study system; and will ensure compliance with state and federal background study laws that traverse publicly funded healthcare and human services programs. Responsibilities include: • Collaborate with BGS business areas and key partners to strengthen the culture of quality assurance (QA), quality control (QC), and continuous quality improvement (CQI) • Develop and maintain BGS' quality management system (QMS) roadmap with quality assurance and quality control plans; and establish routine monitoring schedules • Educate and train management on various aspects of the quality management systems (QMS); and manage quality events • Organize, coordinate, and support the BGS Division's Quality Management System (QMS) readiness activities • Escalate systemic problems and provide appropriate recommendations/solutions for immediate and long-term resolution • Support compliance and quality management teams by performing trend analysis for various aspects of DHS' statewide background study system; and maintain up-to-date knowledge of regulations, policies, and procedures • Analyze data, evaluate activities, and complete reports and scorecards to assess accuracy and controls • Serve as liaison and quality expert on behalf of the division interfacing with various stakeholders Qualifications Minimum Qualifications Three (3) years of quality management quality assurance and/or quality control experience in the government sector or similar field Experience must demonstrate the following: • Knowledge of quality management systems (QMS), including methods, principles, and techniques • Knowledge of quality management standards and government compliance • Proficiency in data literacy • Ability to read, analyze, and interpret state and federal statutes, regulations, and policy guidance • Knowledge of publicly funded health care and human service programs • Experience with automation and performance testing tools • Proficiency in using computers/software applications, including collaborative platforms such as SharePoint, WebEx; and Microsoft applications: Word, Excel, Outlook, PowerPoint, Access, and Teams Preferred Qualifications • Certification in Criminal Justice Information System (CJIS) Security Awareness • Any certification in Quality Management Systems (QMS) • Any certification in Business Process Improvement (e.g., Lean/Six Sigma, BPM, CBAP, CQI, etc.) • Strong written, verbal, and interpersonal relationship skills • Bachelor's degree in business administration, business management, or other related area field • Ability to organize/prioritize work, handle workload independently and meet critical deadlines • Variety of experiences working effectively with others from different backgrounds and cultures Additional Requirements To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
