Under general supervision, plans, manages evaluates, and supervises clinic services and administrative functions; analyzes the functions of the clinics and makes recommendations based on client and staff input and recommendations; evaluates and implements new services.

Manages assigned staff; prioritizes and assigns tasks and projects; disciplines, trains and evaluates staff; counsels, coaches and instructs employees as required; develops staff skills and conducts performance evaluations.Provides support, direction and coaching to subordinate employees in the areas of performance management, problem resolution, planning, and work assignments.Develops and monitors clinic budget; prepares special and recurring reports, budgets, grants, proposals and contracts, and disseminates to department personnel and external agencies; recommends and implements changes to existing policies and procedures.Oversight and responsibility for administrative and clinical contracts, billing and claims processing, clinical licenses for staff and facility and other regulatory compliance functions.Monitors and reviews trends in health clinic services and recommends operational and policy improvements.Oversees the provision of direct clinical services; and nursing case management activities including assuring the assessment health care needs; the development of service plan; the implementation of care and treatment activities and coordination of referrals; and the evaluation of services.Analyzes clinical functions and evaluates the outcome of services provided; collaborates with staff in formulating best practices, plan of action and recommendations for administration of programs including improvements and quality assurance; performs follow up as required.Develops, implements and manages clinic training curriculum.Works with funding sources to include set up of data collection, reports and other materials.Manages and coordinates program promotional events; makes speeches and presentations to community groups and others.Oversees program evaluation matters; assesses and scrutinizes data collection methods; develops and implements program improvements to data base; coordinates maintenance activities; controls the accumulation and analysis of program data; assures preparation and submission of required reports, service statistics, client satisfaction surveys and other information.Researches potential funding sources; prepares and submits grant applications.Liaisons with social services and participates in a variety of meetings and projects.Responds to and resolves questions, inquiries and complaints from clients and staff.Performs other related duties as assigned.
Bachelor's degree in Business Administration, Health Care Administration, Nursing, Behavioral and Social Sciences, or related field.Five (5) years of experience in health care administration, business management, clinic operations, or related field, including two (2) years supervisory experience. A Master's degree preferred.Valid State of California driver's license is required.Employees hired into this classification must file statements of economic interest with the Butte County Clerk/Recorder.
