HUMAN RESOURCES DEPARTMENT

RECRUITMENT AND SELECTION DIVISION
Recruitment and Selection team members effectively recruit and identify applicants with the qualifications and characteristics needed for each job, maximize reasonable competition, ensure compliance with the County's Personnel Rules as well as federal and state laws, and contribute to the overall effectiveness of County services and operations. This is accomplished by conducting recruitments and administering selection activities for County classifications which include advertising, targeted outreach, participation in job fairs, and development and administration of various employment exams. This division performs a variety of paraprofessional, technical, and administrative support duties requiring the application of the procedural, program, and compliance knowledge. Human Resources Technicians are involved in the marketing, recruiting, on-boarding, and on-going tasks related to County employment.

THE OPPORTUNITY

You will have the opportunity to utilize your procedural, program, and compliance knowledge while assisting with the recruitment and selection of staff. The selected candidate will have the opportunity to:
  • Performs a variety of responsible paraprofessional, technical, and administrative human resources support duties requiring the application of procedural, program, and compliance knowledge.
  • Performs technical recruitment and selection activities; confers with Human Resources Analysts and members of various County departments regarding job content, desired selection processes, potential recruitment sources, and raters; drafts job announcements, informational brochures, and advertisements; conducts routine applicant screening; prepares applicant notification letters and informs candidates through all steps of the selection process.
  • Confers and corresponds with written exam source agencies; reviews and orders written exams for administration; proctors written exams and scores written exam segments; recommends appropriate pass points.
  • Compiles testing documents including interview questions and rating sheets; administers written and oral performance exams; assists in obtaining oral exam rating panel members and instructs the panel on proper procedures; monitors oral exam proceedings; administers the establishment and maintenance of eligibility lists.

THE IDEAL CANDIDATE The Human Resources Department is looking for a self-starter that has exceptional customer service skills with a high degree of diplomacy and the ability to work in a fast-paced environment. They will e mbrace the Human Resource's emphasis on customer service and have a proven track record that demonstrates initiative, technical skills, attention to detail, and teamwork while having a considerable workload. We are looking for candidates who are motivated to learn a variety of human resources functions and procedures and demonstrate flexibility in responding to changing needs and priorities with a proactive attitude.

MINIMUM QUALIFICATIONS
Human Resources uses two paths to determine if you are qualified:


Education and Experience:
Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.

(1) Equivalent to graduation from high school, supplemented by 24 semester units of college-level coursework in human resources management, business administration, public administration, industrial/organizational psychology, or a closely related field;

AND

(2) Two years of full-time experience performing varied and complex clerical work related to human resources, including explaining policies, performing data entry, and processing forms and records.

Additional Requirements:
Must possess and maintain a valid California or Nevada driver's license and a satisfactory driving record.

RECRUITMENT PROCESS
The Department of Human Resources will screen all applications to identify qualified candidates. After the screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process.

Training and Experience Review (Pass/Fail): A Training and Experience Review consists of job/subject matter experts. Reviewers will rate your responses to the supplemental questions included in the application to assign a rating and determine the best qualified candidates. Only candidates who are determined to be best qualified will be invited to participate further in the selection process. This review is tentatively scheduled for the week of February 1, 2021.

Technical Interview (Weighted 100%): Panel members will ask candidates a series of technical questions designed to elicit the candidate's qualifications for the job. The panel members will evaluate each candidate's responses based on predetermined criteria. Responses to the questions should be thorough, detailed, and complete. This Technical Interview is tentatively scheduled for the week of February 8, 2021. Those top ranked candidates identified as best qualified will be invited to participate further in the selection process.

The County of El Dorado is recruiting applicants for Human Resources Technician. This recruitment will establish a list for the purpose of filling current and future full time, part-time and extra help vacancies for at least three (3) months.
