About the Position

The Educational Opportunity Program (EOP) aims to provide a full range of academic support services, counseling and cultural activities to promote success for first generation students that come from historically low-income communities in college and career readiness at California State University, East Bay.

The EOP Outreach and Transition Specialist will advise and counsel prospective students regarding EOP requirements and University required documentation. Duties will include, but not be limited to, the outreach and recruitment, screening, orientation, coordination, advising and implementation of the day-to-day operations of EOP outreach, recruitment and transition for incoming students. The EOP Transition and Outreach Specialist will also oversee the application process for its students. The employee provides EOP program information to applicants and the general public; handles initial questions and conducts first-line screening in cases pertaining to EOP application criteria and procedures.

The EOP Outreach and Transition Specialist coordinates the Parent/Family Educational workshops, application and financial aid workshops, Open House and Welcome events for freshman and transfers. They will also assist the EOP counselor in working with current EOP students experiencing academic difficulty. Employee will lead university information sessions, coordinate campus tours for students and parents and provide guidance throughout the admissions process. The EOP Transition and Outreach Specialist will also work in partnership with other departments to assist with outreach initiatives.


Create and provide complex programming for prospective students
  • Coordinate Parent/Families Educational Workshops.
  • Assist in the coordination of EOP Welcome programs for incoming freshman and transfer students.
  • Coordinate Open House for newly admitted EOP freshmen and transfer students.

Assist in the day-to-day coordination of the identification and selection process to identify eligible EOP students.
  • Conduct intake advising and counseling for prospective EOP students ensuring they have a smooth transition to CSU East Bay.
  • Meet with new applicants to ensure they have all documents for the university, review courses and prepare folders for EOP Counselor.
  • Assist with the coordination of the day-to-day operation to identify, recruit, complete, and interview eligible candidates for EOP.
  • Assist the Outreach and Admissions Coordinator in the coordination and monitoring of EOP documents, transmittals and other admissions related forms to select eligible EOP students.
  • Coordinate the follow-up correspondence and activities for EOP applicants.
  • Assist in determining criteria to select specific populations of students for follow-up documentation and/or review.
  • Maintain a database to produce applicant related reports, letters, and queries.

Provide EOP information to prospective applicants.
  • Assist the EOP Outreach and Admissions Coordinator with conducting EOP information presentations to applicants and general public, such as high school counselors, community college counselors, education representatives, guidance counselors, as well as on-campus offices.
  • Handle initial questions and conduct first line screening in cases pertaining to the EOP application process and CSUEB admissions process.
  • Participate in outreach and other campus activities, such as the CSUEB Welcome Day, and university Orientations, Education Summit.
  • Assist coordinator with updating program materials, i.e., flyers, letters, and student packets.

Provide Support to the EOP department
  • Assist the EOP Counselor with outreach and meeting students who are on academic probation; providing resources and strategies to be successful.
  • Provide assistance to EOP staff members with as requested. Serve as a resource person for EOP staff in recruitment and outreach related matters.
  • Assist EOP Outreach and Admissions Coordinator in event coordination and implementation.
  • Attend staff and unit meetings. Present at staff meetings (as needed), recruitment and outreach follow-up plans.

Work in partnership with other departments within Student Equity and Success around outreach and transition.

Required Qualifications

  • Effectively interpret, organize, and present information and ideas in written or presentation form
  • Demonstrate working knowledge of the EOP Summer Bridge application procedure
  • Collect, evaluate, and interpret data to make sound conclusions and appropriate recommendations
  • Anticipate problems and address them proactively
  • Work some weekends and evenings as required

Knowledge of:
  • Procedural interface with other campus departments
  • Departmental policies and procedures
  • Windows 7, MS Word, MS ACCESS, EXCEL
  • Understanding of student financial aid application procedure
  • Possess strong oral communication skills and ability to work with a diverse population

Minimum Qualifications


Equivalent of two years of professional experience in one of the student services program areas or in a related field; experience should give evidence of competence and indicate the potential for further growth. A master's degree in a job-related field may be substituted for one year of the professional experience.


Equivalent to graduation from a four-year college or university in one of the behavioral sciences, public or business administration or a job-related field. Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.

Condition(s) of Employment

Satisfactory completion of a background check that may include, but is not limited to: criminal records check, verification of academic credentials, licenses, certificates, credit history, professional references and/or verification of work history is required for employment. Cal State East Bay will issue a conditional offer of employment to the selected candidate, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Unsatisfactory results may also affect the continued employment of current Cal State East Bay employees who were conditionally offered the position.
