Description
San Mateo Medical Center (SMMC) is a public hospital and clinic system fully accredited by The Joint Commission. SMMC operates outpatient clinics throughout San Mateo County and an acute-care hospital in San Mateo. Our mission is to "partner with patients to provide excellent care with compassion and respect." As part of an integrated Health System, the SMMC serves the healthcare needs of all residents of San Mateo County, with an emphasis on education and prevention.

We are seeking a Population Health and Analytics Manager to oversee our healthcare analytics team. The core focus of this position will be to set the vision for an analytics approach that will effectively manage data collection, data validation, data analysis, and reporting to internal teams within assigned scope of work. This leader will partner with colleagues in Health Information Technology (Business Intelligence), Medical Center IT (EHR management), and clinical operations to assess resources, gaps, and needs. The successful hire will lead efforts in creating systems with advanced techniques that include rigorous improvement experimentation design, clinical quality data analysis, report generation, and other innovative approaches to utilizing clinical data to identify strategic opportunities and optimize SMMC programs. This role also includes the responsibility of being part of Ambulatory Steering team to advance the Principles of Team Based Leadership. The work on this team involves setting the vision and steering Ambulatory division into becoming a learning organization with the goal of metric driven operational improvements. This involves creating systems and standard work for daily coaching and bidirectional learning to SMMC mission.

The ideal candidate has working knowledge of best practices in data analytics. Additionally, the ideal candidate will also be experienced in data extraction from different repositories, data analysis, reporting, validation, and being able to effectively work with a variety of stakeholders to draw out critical information for analysis. The ideal candidate will also have supervisory and coaching experience with demonstrated success in leadership. Experience in the healthcare industry is preferred, but not required.

Examples Of Duties
Duties may include, but are not limited to, the following:
  • Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for producing reports and analytics to create data-driven recommendations for changes and improvements to ensure efficient and quality service delivery within ambulatory services.
  • Ensures timely delivery of data required for experimentation and/or other SMMC action to ensure effective data driven-decision making.
  • Participates in creating the vision, development, and implementation of goals, objectives, policies, and priorities for SMMC's analytics program.
  • Develops and maintains service level agreements (SLA) for business analysis and support services; establishes schedules and methods for providing business analysis and support services; identifies resource needs; reviews needs with appropriate clinic management and medical directors; allocates resources accordingly.
  • Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
  • Participates in the selection, training, guidance, coaching, and evaluation of assigned staff.
  • Participates in the preparation and administration of assigned program and project budgets; submits budget recommendations; monitors expenditures.
  • Participates in administering information services-related contracts; works with other divisions and/or departments to negotiate or renew cost effective contracts; monitors and evaluates contractor performance to ensure compliance with County and department standards; initiates corrective action as appropriate.
  • Facilitates EHR user work groups in primary care clinics to identify user needs and operational, programmatic, and/or regulatory changes affecting application requirements and other related issues.
  • Select and supervise the work of outside analytics vendors to ensure it aligns with and enhances SMMC's priorities in ambulatory care.
  • Supervises the design, implementation, evaluation, and modification of data/analytics training programs for ambulatory care providers and staff; provides training to users and other technical staff and advises on best practices and improve data literacy among all SMMC staff and providers.
  • Collaborates with other data teams and the Chief Medical Information Officer within SMMC to develop comprehensive standards, policies, procedures, and technical documentation pertaining to SMMC operations.
  • Collaborates with the Health System Business Intelligence Department and SMMC's Medical Information Technology Services to design, draft, and implement a core report / analytics framework within SMMC.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information technology.
  • Maintain an effective working relationship with a variety of public and private organizations, including other Health System staff, County departments and agencies.
  • Implementing processes that streamline reporting.
  • Continually reviewing the latest technology available for healthcare systems and recommending updates and changes as needed.
  • Participates in planning and preparing complex and detailed written reports, dashboards, procedures and contracts.
  • As an active member of Ambulatory Steering team engage in daily coaching of clinic dyads, and promote data driven improvement.
  • Work closely with Pay for Performance program manager and outpatient Quality improvement team to manage quality metrics related to QIP and HPSM pay for performance programs.

Qualifications
Knowledge of:
  • Principles and practices of public administration and program management, including planning, implementation, and evaluation.
  • Principles and practices of community health care including current trends in research, treatment, prevention, education and related services.
  • Principles of budget preparation and monitoring.
  • Principles of personnel training, supervision and evaluation.

Skill/Ability to:
  • Apply principles and techniques of community organization, including community awareness, resource coordination, and mobilization of diverse community groups.
  • Organize, direct and coordinate program services.
  • Work cooperatively with other County departments and public and private organizations.
  • Analyze problems accurately, develop recommendations and take appropriate action to resolve them.
  • Prepare complex and detailed written reports, procedures and contracts.
  • Speak effectively to diverse audiences, including professional, clinical and citizen groups.
  • Train staff and coordinate activities of contractors, volunteer groups and staff.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education: Bachelor's degree with a major in public health, social work, public administration, or a related field applicable to the area of specialization.

Experience: One year of supervisory experience in a health, social services or community-based program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination.
