Job Description

Lynker is seeking a talented Grants and Agreements Coordinator to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management. The position works within the Business Operations Division (BOD) which is responsible for all Acquisition, Administrative and Financial services for the organization. Position supports execution of OCM's mission, while ensuring compliance with appropriate federal, DOC, NOAA, and NOS laws, regulations, and policies. Work cross cuts and supports all the office's Regions, Divisions and Programs, and provides technical expertise and support for the following activities:

The ideal Grants and Agreements Coordinator should be able to work independently on analytical duties that relate to any number of specialties including, but not limited to, Federal Grants and Interagency agreements, finance, and communications. Responsible for the development of reports and products or reviews and critique of grants and agreements prepared by other technical staff, contractors, consultants, or stakeholders. Evaluates program performance and program transition activities, quality management processes, or other similar skills to analyze data, systems, information, processes, and other areas. Demonstrated ability to communicate and work well within team environments, including both technical and non- technical team members. Ability and interest in researching new technologies for incorporation into workflow. Works with management to define and implement enterprise solutions for data.

Core responsibilities of the Grants and Agreements Coordinator wll include, but are not limited to:

  • Support and promote best grants management practices and internal controls.
  • Serve as an administrative contact to grant applicants, recipients, and NOAA officials for matters related to funding announcements and awards.
  • Coordinate development of a grants plan.
  • Generate reports on status, delinquencies, etc.
  • Serve as program officer (non-fed) on request for applications, applications, and awards; and coordinate with appropriate federal program officer on inherently governmental grant activities.
  • Participate, lead, and report on grant related meetings or briefings.
  • Obtain and Maintain certification as a program officer.
  • Serve as the OCM point of contact and office-wide coordinator of the portfolio for current and planned agreements and matters related to all types of agreements based on congressional legislation and federal policies, procedures and regulations.
  • Develop and maintain an Annual Agreements Plan (spreadsheet) in real-time that tracks the status of all agreements from development, submission, tracking, funding, maintaining, close- out.
  • Provide technical assistance to OCM federal managers and staff in developing various types of funded and unfunded agreements to ensure compliance with legal and financial requirements.
  • Prepare, submit, and facilitate the processing of agreement packages through the administrative review, legal clearance, and allotment processes.
  • Collect information and data and assist with the preparation of data call responses.
  • Coordinate with Budget Execution personnel on the receipt of incoming funds for grants and agreements to ensure funds received are obligated and expended in accordance with the regulations, appropriations, and policies.


The Ideal Grants & Agreements Coordinator should have the Following:

  • BA/BS & 6+ Years of Experience in related business field.
  • Background in Federal funding assistance, Federal grants and Interagency agreements.
  • Proficient computer knowledge with emphasis on Microsoft Office and Google Drive.
  • Excellent interpersonal, oral and written communication skills.
  • Demonstrated ability to build relationships with federal management, colleagues, and external partners.
  • Self-starter with ability to work in a small team environment with minimal direct day-to-day supervision or oversight.
  • Experience working with, for and/or supporting high level management. The ability to keep data confidential and secured is a must.
  • Ability to follow standard operating procedures and guidance documentation as well as create and/or update standard operating procedures as needed.
  • Ability to pass a National Agency Check (NACI).
