Job Summary

The Research and Performance Management Unit Supervisor will provide leadership and supervisory oversight to a team of specialists and data analysts who conduct cross-divisional, highly visible, and impactful research and evaluation studies and performance management activities in the Aging and Disability Services Administration (ADSA). Using an equity and continuous improvement lens, the incumbent will provide directions and strategies in the development and implementation phases to cultivate and strengthen ADSA's approach to data-driven planning and decision-making, program evaluation and research, performance management, and improvement to Minnesota's LTSS system and programs. Responsibilities include:
  • Manage the work and provide supervision and support to a team of research and evaluation analytics professionals
  • Assign and supervise complex research and evaluation projects related to disability and aging waiver programs and other major programs in the administration
  • Drive performance management and systems efforts across ADSA to optimize operations, performances, and service delivery
  • Provide other support and lead special projects as needed to carry out the responsibilities of the unit, division, and department


Qualifications

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

• Experience as a supervisor, leadworker, team lead, project lead

• Completion of a State of Minnesota leadership program (e.g. ELI, L4)

• A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

o 1+ year of experience identifying issues, goals and strategic actions

o 100+ hours per year time commitment

AND

4 years of specialized professional work experience in long-term services and support financing and service delivery systems. Experience must demonstrate the following:

• Knowledge of long-term services and supports under Medicare and Medicaid

• Experience with evaluation and performance measurement, including qualitative and quantitative study design

• Experience working with Institutional Review Boards, serving as principal investigator, conducting human subjects research, or similar

• Use analytical and visualization tools, such as Microsoft Excel and Tableau, for data manipulation, advanced statistical analysis, reporting, user-interface development, and creation of advanced visualization tools such as interactive dashboards

Planning methodologies, including large-scale project management experience managing simultaneous, numerous and complex cross-divisional projects, including working across different administrations, agencies, and external organizations on projects of high visibility and interest to the Legislature, MMB, lead agencies, and other external DHS partners

Preferred Qualifications
  • Analyze, interpret, and assess potential impact of complex or vague laws and rules requiring ADSA to complete large-scale evaluations or research that inform future legislative action, ADSA policy goals and operations, and inform fiscal analysis team cost and utilization determinations
  • Analyze information and initiate policy discussion that results in staff recommendations for the purpose of improving services for older adults and people with disabilities
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
