The SARA, Inc. High Power Electromagnetics Division (HPEM) is at the forefront of radiated and conducted energy delivery systems from prime power to applications. HPEM is looking for a remarkably talented, motivated, and imaginative Program Manager to join the Program Management and Logistics department to support rapid Research & Development (R&D) and support programs with the DoD, DoE, and their contractors in Colorado Springs, CO. The candidate will have the opportunity to grow and learn with talented engineers, physicists, and technicians on long-standing programs and new programs supporting our customers. Our small group will allow the candidate to experience, contribute, and collaborate in a multidisciplinary nature from conception all the way through to operation.

Core Responsibilities:

  • Direct management of multiple R&D programs in a fast-paced and rapidly evolving environment with oversight of multi-disciplinary teams to ensure timely execution of program milestones and deliverables
  • Work closely with government sponsors and lead a multi-functional team to build and deliver end-user products, provide training and logistics support, and ensure product reliability and availability

Knowledge, Skills, and Abilities:

  • Experience with developing programs from proposal generation through contract award and completion, including experience managing cost, schedule, and documentation aspects of the program
  • Knowledge of government contracting practices and regulations regarding acquisition programs
  • Effective at communicating program direction and objectives to all skillsets and ensuring that program execution remains focused on customer requirements
  • Experience with documenting and integrating technical and programmatic data into system documentation packages to support milestone events such as preliminary and critical design reviews
  • Experience with system engineering documentation such as developing system/subsystem requirements, integration plans, test plans/reports, risk tracking, requirement traceability matrices, life cycle documentation, etc.
  • Ability to effectively and proactively manage competing priorities and deadlines in a fast-paced environment
  • Ability to evaluate quality of deliverables and work products to ensure satisfaction of customer requirements
  • Ability to set up program budgets and resource plans, and manage both as program plans evolve
  • Accurately analyze and report program financials on a weekly, monthly, quarterly, and ad hoc basis

Requirements:

  • Associates degree or equivalent combination of education and experience
  • 5 years of program management experience (or demonstrable competency) with at least 1 year in DoD government contracting
  • Strong oral and written communication skills with intermediate-level expertise with MS Word, PowerPoint, Excel, Project, and Teams
  • Flexibility to work as part of a diverse team, both remotely and on-site
  • Must be able to obtain and maintain TS/SCI security clearance
  • US Citizenship
  • Light physical effort, involving standing, sitting and use of hands while performing duties, carrying or lifting up to 15 pounds
  • Working environment is indoor, moderately quiet, reasonably clean, well-lighted and well-ventilated

Preferred Qualifications:

  • Active TS/SCI security clearance
  • Degree in engineering or physics
  • 10+ years of program management and/or systems engineering experience with at least 2 years in DoD government contracting
  • Experience with Costpoint and Unanet accounting systems
  • Experience with government contract pricing software such as ProPricer
  • Project Management Professional (PMP) certification
  • Knowledge of FAR and DFARS
    1. Experience with the new FAR clauses that require security documentation as well as additional security protocols
  • Aptitude for, or experience in, leading technical projects
  • Ability to travel up to 10% of the year

Salary Range: $80,000 – $130,000
